The American Carbon Registry (ACR), a nonprofit enterprise of Winrock International, has announced an open public comment period for a new Methodology entitled: Emission Reduction Measurement and Monitoring Methodology for Destruction of Ozone Depleting Substances and High-GWP Foam. The Methodology was co-developed by ACR and EOS Climate.

This Methodology is an update to the 2014 California Air Resources Board’s (CARB) Compliance Offset Protocol for Ozone Depleting Substances (ODS) Projects, which defines requirements for the quantification of greenhouse gas emission reductions associated with the destruction of: 1) High global warming potential (GWP) ODS sourced from and destroyed within the U.S. that would have otherwise been released to the atmosphere; 2) High-GWP foam blowing agents that are extracted from insulation foam; and 3) Insulation foam that contains blowing agent(s) with high GWP.

The CARB ODS Protocol was first adopted in 2011 and subsequently revised in 2014. However, all of the underlying information relevant to additionality, quantification, and monitoring in the CARB ODS Protocol can be traced back to data and other information from 2008-2009 or earlier. In the years since, there have been a number of significant changes in underlying regulatory conditions, market dynamics, baseline scenarios, and new technical data. These changes are incorporated into the updates in this Methodology.
